It's actually 2 tickets for £10 (or 4 for £19) but it's a family deal so it's either 1 adult and 1 child or 2 adults and 2 children. It's not a bad deal as the "on the day" prices are £17.50 for adults and £6 for kids (£13 and £5 if you book in advance).
