What’s the acceptable length of time it can be stirred for? Lad I used to work with could stir his for 3-4 minutes... so annoying!

Putting milk in first is the correct way. If you add milk to boiling water it becomes scalded and tastes bitter. Adding hot water to milk allows the milk time to heat up without scalding.

What’s the acceptable length of time it can be stirred for? Lad I used to work with could stir his for 3-4 minutes... so annoying!

4 minutes is far too long as your scad will be cold by you get round to drinking it.
