Of course there are people of below-average intelligence that have a high level of education, and people of above-average intelligence with no education at all. At both ends of the spectrum, they are the outliers though, rather than the "norm".
It's not beyond the realms of possibility that this is one of the reasons why not all degree-educated people voted remain and not all people with no education at all voted to leave.
