It’s just pure snobbery.

Can’t have northern oinks broadcasting to the elite classes you know.

The article even says so much "Youngish", "regional", "Northern" and complains about her being PC.

I haven't heard the programme, so can't comment how good it is, but I am not at all surprised by a right wing society magazine criticising it.
 
What you have here is a right wing (Conservative) rag essentially lashing out at the BBC for daring to choose a northern woman as a presenter, and accusing it of "Political correctness" for not choosing a white man who could have apparently done the job better.
 
Their website has published this in defence of her.

One quote stands out: "By referring to Laverne as, “lightweight and uncerebral”, I imagine I’m not alone in suspecting she meant, “northern and populist”."
