They all played in League 1, alongside Henderson (Rochdale, 21 goals), Ladapo (Plymouth, 18 goals), Marquis (Doncaster, 21 goals), Tom Eaves (Gillingham, 21 goals), Ched Evans (Fleetwood, 17 goals)... there were 23 players in League 1 who scored 13+ last season, and only 4 of them got promoted.
In 2018/19 - Of the top 8 scorers in the division - 3 of them got promoted. 100% of the teams promoted had one of the top 8 in their side.
The previous season, only Rotherham got promoted (Via the play offs) without one of the Top 8 (Wigan had 2 of them!). Blackburn also had 2 in equal 9th place.
To the OPs point - it appears it is crucial to success.
