So the Chinese government couldn't cut through all that red tape in an instant and make people work round the clock for peanuts to knock out 300 ventilators for example?

FWIW the first human life in North America ie Native American Indians all came from Asia long before Europeans go there mostly from Siberia and China. And we all know what treatment they had to endure. It would make Human Rights in China today look like stroll around Alton Towers.

Fact is that its us Europeans that are the master race when it comes to raping pillaging slavery and human rights violations and we are not much better even today.

Either they lied about the true number to begin with, or China is going to have second, third, fourth, fifth...etc outbreaks of COVID-19, because for that many deaths they've had barely any cases, meaning negligible levels of immunity.
