The problem is, not only in teaching, that there is an army of unqualified, inexperienced autocrats who have wormed, probably lied, their way into senior jobs, whose sole purpose is to micro manage and then move on before the shit hits the fan, avoiding any accountability or consequences.

It is transparent to those on the shop floor what will and won't work but woe betide anyone who questions the lunacy of bad decisions handed down and the absolute authority of the bosses.
