Same as every club. Before the mass buying of season tickets in the 90s all crowds were wildly fluctuating.Villa were in this division for two seasons, 70/71 and 70/72.
Their attendances fluctuated wildly in both seasons, for example from a 28,112 to a 17,014 in the next game, and a 37,643 to 23,571 in the next game in the 70/71 season. Their last five games were less than 25k, their last three less than 19k and the last game was 16,694. Their highest was 37,643 and their average for that season was 26,256.
71/72 also had wildly fluctuating attendances, going from 26,905 to 48,110 and back to 32,806 in three successive games. Three attendances over 40k, namely 48,110, 45,953 and 45,714, all later in the season when they were doing well in the league. Their lowest this season was 23,004 and the average ended up being 31,552.

Also interesting that the 3 top English leagues total about 65k.
You’re confusing average with median. You could have only one club being above average.

Average 11000, 5 lower 2 higher
The average isn't dead middle, the median will give you a centre number.
