i'd rather they said no sub fielders for toilet breaks/change of boots, and enforce run penalties for not getting the full allocation in. 1 minute between overs is very tight, especially if there is a bowling change.
 
Still allow the batters to take as long as they want though going by that article. That is where a lot of time is used in my opinion. Change of gloves, drinks, general time wasting, injuries that could be solved by retiring hurt and returning.
 
Are they gonna dock runs from Batters who walked to square leg, itch their bollocks, text the missus, dawdle back to the crease, pull away from the delivery, call for a pair of gloves, ask for the sightscreen to move, slowly go back to their mark, face the ball, then repeat? Or is it, as ever, only the bowlers who get penalised?

Failing to meet the time limit on three occasions in the same innings will result in a five-run penalty.
