I can't ever remember Scholes ever being given the captain's armband or taking a penalty for United - and notably he didn't step up to take a shoot-out penalty for England v Argentina in the 1998 World Cup.
If he wasn't strong enough or inspiring enough to be team captain and wouldn't back himself to take a penalty then how can he be said to be a better player than Gerrard?
