First of all that is a red herring from the topic at hand. I didn't mention Russian collusion at all or that his response would "prove" such, but that doesn't mean he isn't soft on Russia either.

Secondly. Yes, he is wrong. The default position is that he should show solidarity with his allies to hold steady NATO ties than to be advocating antagonism in the moment of crisis. If there are issues concerning spending, there is not the time or the place for them. Shameful opportunism.
