You've posted exactly my thoughts, although of course much betterThe one glimmer is that the institutions see it as a shortlived conflict, certainly don't want business heading more Eastwards.
Agree it suggests it is expected to be relatively short-lived, as you can't really reverse these decisions mid war.
However, one of the most common, almost universal, phenomenon of war is that everyone massively underestimates how long it will last for. I seem to remember a study that said people typically under estimate how long they will last by a factor of 5-10x.
