Don't think they ever expected inflation to be 10% mind.

They can stick what they want in a contract regarding exit fees cos it's summat that is very loosely covered by OFCOM regulations, it doesn't necessarily mean the ombudsman would come down on their side.
I would have still raised a complaint and as the provider has to cough up nearly £300 for every complaint that reaches the ombudsman I suspect they would have backed down before it got that far anyway. Paying out £300 to collect £400 (with associated admin costs etc) doesn't make much financial sense and they would realise that.
You would have nowt to lose anyway, there's no penalty for raising a complaint. OFCOM is a much better regulator than OFGEM fwiw (and I've worked with both over the last 10 years).
To be fair it costs them money to send someone out to fit a cable, or where cables exist to send someone to the cabinet to patch you in.Set up fees are the biggest cons
