Depends what they are doing. A 30 person party is different to having 7 family members over for a socially distanced outdoor BBQ for instance. There is a line when its being petty and a line when it should be reported
 
My son wondered this. There's eight in his student accommodation. They could all legally have a cup of coffee together in the communal kitchen they share, but would they get fined if they all went and had a cup of coffee together in Costa?
Think Harry clarified up thread. The thing is, they go to Costa or wherever and they get grief for being 8 of them, do they have to provide some kinda proof they live together?

I don't know. It's an building of student rooms so there's several corridors in the building. Each one has 6-8 bedrooms with shared kitchen and bathroom facilities. Then there are communal areas for everyone to use like different lounge areas, games room with pool tables, laundry room etc. He socialises with others who live on different corridors. It's not clear if his "household" is just the group he shares the kitchen/bathroom with or with everyone in the building.
