There's no lack of road access as it is. You don't need more roads to get to what looks like a bomb site with open flat spaces everywhere.
 
As long as the area doesn't become a car haven. Allowing pedestrians to easily cross from bar to bar will contribute hugely to the success of the area.

Would be great to see the road space reduced and given to the bars/restaurants as outdoor seating areas during the warmer months.
A few decent shops wouldn't go amiss!
 
A few decent shops anywhere in the City Centre wouldn't go amiss. That is what will attract outsiders to come into Sunderland - at least during daytime.

Not that area of town though, where are the shops going to go? They're not the right kind of units. The east of High Street West would be the shopping zone in that part of town.

Have you walked up or down High Street West recently? It used to be a throng of shops.

Not for about 6/7 months. It's now all bars, isn't it? From the Westminster on the corner, up to the Dun Cow and old firestation, and then parallel is Vesta Tilley's down to No.2 Church Lane.

High Street West encompasses much more than the small area you mention. It's from the roundabout past the Travel Lodge and all the way up to Silksworth Row. I actually was drawing attention to the disgraceful state of the stretch of the buildings and shops (or lack of them) up High Street West from John Street or Fawcett Street up to Keel Way.
