The thing is if they did accept an offer and he left they would quickly spin it as being very shrewd and something that they will reap the rewards of in future years.

I think they described offering peanuts for players as revolutionary lowballing. Yeah offer below the market rate for a player you want and don't get him - yes that will show them.
