Yes it does depend on that, you're right, but every one I've been in has observed the rules meticulously. They are being shafted. The most recent stats I've seen concerning the traced source of transmissions indicates that pubs and restaurants aren't anywhere close to the top of the culprits list.
Appears South Tyneside and the whole of Teeside have poor numbers. Rest of Tyne and Wear, Durham and Northumberland are less now than when we half way through local lockdown in October (whilst in tier 2)

You’ll just get punished for doing the right thing, feels like a recurring theme over these last few months.I can see your point, everyone is at their limits with it and want it to be over and yes mass testing will keep us in tier 3 for longer. However, I think we will come out in better shape if we all get tested. I imagine a lot of the problem are the asymptomatic cases spreading the virus.
If everyone is mass tested the symptomless people on the whole will probably isolate, nobody will want to pass it to their loved ones at Christmas. Where as if they weren't tested they wouldn't know and would mingle and this would exacerbate the problem.
I wouldn't be against mass testing. Even as a small business owner losing money in tier 3, I would rather short term pain as opposed to hiding the problem by not getting tested. The vaccine could take a while yet.

Hospital numbers are significantly higher though so this will have an impact
