Going to need a work permit and as he does not have an international track record it might not be a formality

Apart from the fact he has Swiss citizenship, has played for Switzerland under 21s and has been called up by the full Cape Verde national team.

Spot on apart from that though.

How does any of that mean that he does not need a WP or would receive one automatically
 
They aren't but have a few bilateral agreements with the EU.....one of which may allow footballers to ply their trade without a visa.

Swiss players do not need a work permit to work here.

Because Swiss players don't need a work permit to play here, that means this lad doesn't need a work permit to work here.

There's probably a bilateral agreement allowing nationals of Switzerland and the EU to work freely in each others jurisdiction.....saying that the Swiss have just slapped a limit on immigration from all EU countries from May.
 
Go out to switzerland a few times a year with work and normally take in a game at the jacob park when I'm out there.

This lad is a good footballer, destructive and strong in the tackle but also a good distributor of the ball. He's been a bit unlucky as he broke into the team two season ago and then had a brilliant 6 months after Vogel took-over prior to the champions league run last season then broke off talks for a new contract because of some interest a couple of bundesliga clubs.

Then murat yakin took over and he never quite back in favour due to the form of Serey-Die(who is a brilliant player for the record and streets ahead of Cabral in my opinion)

Good signing for free though, young, hungry and has the capacity to improve greatly plus I think the premier league will suit him, if di Canio can get the best out of him he'd walk into CM as things stand (although that isn't saying much TBF)
