Its not. You're confusing it with "The Living Wage" which something (I think the Rowntree foundation) have come up with for the minimum amount to live on.
The NLW is just a rebranded NMW for the over 25's. And it is the law to pay it. There is a loophole with apprentices though.

I think one of my son's works on the basis that the living wage is equal to his wage plus the bank of mum and dad to support him and his girlfriend. TBF he's only 31 but seems to have found someone equally incompetent when it comes to managing finances. My better half has more sympathy for his self inflicted plight than I have but that's life. Hopefully any parents with offspring have more clued up kids who take responsibility for their actions and realise pensioners should be allowed to sail off into the sunset.
