My suspicion is that they are seeing how many people aren’t taking a blind bit of notice of any of this and have concluded it’s the easier option for them to say they’re easing up And thus avoid looking like twats that have lost a great deal of control.

Almost all the changes have come AFTER people have already been cracking on, so they try to change to policy after the fact so it looks like they have any sort of control.
