Giggs earned the right to play in that better team, he didn't get in by default.
Giggs was a truly brilliant winger, with trickery, skill, vision, pace as well as the ability to accurately pass and cross a ball. The only one of them Bale does consistently is pace. The rest he is inconsistent at. Bale is more about athleticism than ability (although he does have ability as well).
If Bale gets to a major international tournament it will be purely because UEFA are expanded the European Championships. It's still unlikely that Wales will make it though.
Bale would easily get into Manchester United's team and probably any team in the world.
Bale also actually performs for Wales (average international team.)
Giggs did nothing at all for them.
