It depends where the victim is from. Or if it’s deemed a threat to him if he returns.
In murder cases the perp will be allowed back to a city but not the area/estate that’s the victim was from.
The only time it would differ if the family of the victim are dangerous or you still pose a threat to the victim or victims family.
