Reading the FAQ its just going to be a set of meeting rooms and not many staff.

Why on earth is this being decided by public vote though?

Yes...that's misleading
Also, it's not being solely decided by a public vote...the public vote is to understand support from the regions. Some people in the industry are quite miffed that this hasn't gone to their towns/cities (e.g. Milton Keynes which has the largest rail industry offices in the UK).

Easy PR exercise I'd guess.

So they can say they gave the power of choice back to the people of the northern powerhouse to choose their grand railway HQ (which in reality and as already mentioned will be about the size of 2 average sized family living rooms with half a dozen staff inside - not even public facing or identifiable from outside as a HQ).

Even the Rail Delivery Group offices are bigger than that (above Tesco Express, opposite Russell Square underground)

During this time, Government Ministers and GBRTT representatives will also visit each of the shortlisted towns and cities to gain a greater understanding of each place.

So a nice little jolly and PR exercise for them too, at our expense.
