If Houst can't do it you should get yourselves signed up at http://www.pelluk.co.uk the leagues over there have been running for a long time now and are about to start their 5th season (1st with Fifa 11).
Its an interim league to start with where you can pick any team and then it runs for a few weeks to let us gauge who is reliable to play /who plays like an arsehole then the leagues proper start and they include full transfer system with a dedicated dugout section for team managers to look after their team, buy and sell players etc......
