In fairness multi storey car parks are highly functional buildings serving a simple purpose.

Once you’ve got the building working ( access / egress / lifts / spaces , )they near enough design themselves.
All we can do is embellish them as best as possible to make them look half decent.

The Q park once in Liverpool is a bit different as below ground. Level 3 - straight out to John Lewis ground level.
 
“Living wall” sounds dead environmentally friendly and that. What happened to the Newcastle moss tree?
