Despite this, hotels for foreigners in the country are decorated and Chrisrmas trees have been seen. I myself saw a Christmas tree stored in the hotel underground area one summer.

No, the ideological "restraints" of Juche does not apply to foreigners as it is essentially an exclusivist, ethnic korean nationalism. Hence hotels are allowed to decorate for Christmas.
