A little more money, but I just bought a Nikon Coolpix L22 as a cheapo camera and it's really excellent value for money - takes very decent photos and seems amazingly well put together for the money. Can be had for around £60 online.

Reason I want to get this right as that in the past I bought a camera for similar price and it used to make everything really bright, all my night pics of nights out were fucked, I wont get those moments back again hence wanting to get it right this time.

As you say it's a 12 month warranty, not sure why it's a refurb I mean, what can be wrong with it for it to get sent back?

Looks canny to me plus refurbish from actual manufacturer.
