Because that would be a 'u-turn'. And we all know what the SMB think of governments that make u-turns.

strikes me as odd that so many people are overjoyed that the rights of folks [who couldnt give a shiney shite about anyone other than themselves] havent been compromised.
And then borises fan boys hail it as a victory and a triumph of common sense!

That's been the government approach so far.
They are engaged in the biggest gaslighting operation in the history of this country.
The government and its army of bureaucrats have basically seen an opportunity for an enormous power grab and they just can't let it go, they'll get them in one way or another whilst all the while telling us they don't really want to. All the while they'll be massively egged on/bribed by tech companies who see the enormous money to be made in building the infrastructure for them, not to mention the money to be made and power to be gained from expanding their use into more and more areas, as well as big pharma salivating from the money to be made from re-injecting entire populations every six months in order to keep their passport up to date.
