Gyms and pubs are entirely different. In a (well managed) pub you’ll sit down at a table and only move to go for a piss. In a gym you’ll move around the different equipment touching it, excreting bodily fluids and breathing heavily all over the place.
Granted, gyms don’t have as much chance of people getting pissed and hugging/fighting.
 
Some people will act like twats for the sake of it. Others are just too f***ing thick to take it in. This will backfire on the majority who try to do the right thing. It’s not new. It was happening long before the virus.

Behaviour only plays a small part of it and has been factored into the calculation risk.

Environment is the biggest driver of virus spread. Those places you list are very dangerous because of what goes on in them.
 
Wasn't the advice for pubs to discourage anything that would cause people to raise their voice, shout, sing or get people breathing heaving, pushing out large amounts of viral particles if the individual was infected? So pubs are refraining from live music, avoiding broadcasting sports to large audiences, some have no jukebox at all, others at a reduced volume, capacity is reduced to keep volume levels low.
It's a bit harder to encourage gyms to stop people breathing heavily as that's largely what they're there for. Same for theatres with performers shouting out over the stage and people singing along to musicals. They'll open in due course.

Went to 3 pub/restaurants on Sunday. No hassle at all, clear briefing when arriving, ample distancing measures, table service and all behaving responsibly.

If people can behave, the pubs are fine to be open. Unfortunately the UK is littered with clowns who thankfully tend to frequent shite pubs you wouldn't want to go in anyway.
