It was explained some years ago that by law broadcasters must apologise as it is their program that is broadcasting the sound. This is more so pre watershed. No point get in pissed off with it as we're stuck with it.

Can't they just issue an apology in advance as a tiny message in the bottom of the screen during the program intro. Would cover them throughout and they wouldn't have to do it all the time. It is tedious.
