They'll do the same thing Barcelona did. Appeal it to CAS. CAS sets aside the ban pending the outcome of the appeal, which will give Chelsea a summer window to sign as many players as possible before they lose the appeal and get the ban reimposed.

It was CAS that reduced Madrid's. Barcelona's remained at 2 windows, but they'd signed a ludicrous number of players and their entire argument was "we're Barcelona, these rules shouldn't apply to La Masia".
