How is anyone complaining about that? The defender is in the penalty area before it's taken and he cleared the rebound. You can't do that. That's against the laws of the game.

So are players whose team are taking the penalty allowed in before the kick? Genuine question.

The rule is a player can stutter as much as they like before the final step before kicking the ball.

If that was Stewart scoring a penna with a stutter every time then he'd be lauded on here for fooling the keeper. The keeper knows the rule but sometimes that fannying on gets them to commit and the striker has a fraction of a second to potentially adjust his foot.
