They are, as long as you're not on them between 7am and 10am, or 4pm to 6pm.

I'm no car expert but I'd be very surprised if that's true

its definitely true. its electric, so its either on or off. i hired just a nissan leaf from the Co-Wheels car club where its always parked a t Park Lane and that was like a rocket when you put your foot down at lights. the efficiency goes down really quick though
