Back to the bush issue.
I'm not a brickie, but my parents had something similar in a 3 foot garden wall. I just dismantled it, picking off any lose bricks where roots were growing, cleaned each brick (easy with lose cement), then just built it back up. It sounds like a bigger wall, so long as your neighbour agrees, u could easily dismantle it then get a brickie in for a Sat morning cash job for the rebuild, paying half each, worth it for the problems that will occur with a future house sale.

If it is Japanese Knotweed then you may be obliged to report it to the council, that's the policy down here, my mate had it. He did get rid of it but the persistent little bugger needs to be completely dug out, every little scrap of it, else it just grows back.
