According to the literature issued by the club explaining why they had started work prior to planning permission; the funding is conditional on the lights working during the 2015 season. The fixtures leave a window between the end of the Notts games to the beginning of the Yorks game of 13 clear days (16 - 28th May). Those 13 days would not have been enough time to do a full installation, so they have been doing the footings in advance allowing the pylons to be erected while there's no spectators in the ground.
