I've said that day in day out. Time and again I said look at the FIFA site

But you said "The incidents in the England game were not referred as the referee declared he had seen them and deemed them not a penalty" and they don't have to be as the VAR team communicates with the referee only for clear and obvious mistakes or serious missed incidents, unless I'm being thick, which is entirely possible.
 
Video ASSISTANT ref. The onfield ref is the sole arbitrator. The var shows him an incident, so he can double check his original decision.

If he looks then confirms in his mind he was right, that's it.

Why wasn't it used last night when Harry Kane was hauled down - there has been no clearer penalty and the refs have said they were going to clamp down on it?

Assistant referees (linesmen) can tell the ref to award penalties and free kicks, so the video refs should be able to.

Not quite, the VAR refs told the on field ref that he may have made a mistake and he should have another look. He still had the option of sticking with his original decision

It's a bit 50/50 without the VAR refs the on field guy wouldn't have known he had made a potential mistake but it's still up to him to overturn or not.

If the ref, decrees no pen and var asks, and he communicates that, then that's it.

VAR is supposed to help the refs get the decisions right - it clearly sometimes does and equally on other occasions it doesn't - therefore, it is supposed to reduce inconsistency, but is, by definition, failing.
That's not var failing. It's the onfield referee holding firm in his decision.

All matter of opinion decision are down to the onfield referee. We've seen one change his mind.

The var official can ASSIST.the ref by suggesting he made an error.

If the onfield referee decides he has not, then there is nothing the var officials can do.
