Obviously I'm not privy to what exactly has been said.
But here's a guess:-
Coppers : "We suggest the game kicks of at noon. As part of the ADVISORY Group, thats what we're ADVISING".
Mags : "Howd on, we've got fans and club income to think of. We draw the line at noon. But we're willing to compromise. how about 13:30?".
Coppers : "Aye, reetio".
Meanwhile at SAFC ....

SAFC : "Aye, reetio".
Can't think of any other reason why we get treat different, TBH. Than the club (or fair enough, maybe the council) acting different.
Can't see why the coppers have different attitudes to two similar circumstances.
The club always seems a bit submissive in these situations.

Absolute nonsense to say you can't safely hold a football match with more than 3,000 travelling supporters. At best it's a statement that the police are incompetent.
It's not (or shouldn't be) the job of police forces to determine whether a football match - a perfectly legal activity - can go ahead, it's their job to police / facilitate it.
I'm sure the supporters, clubs and certainly the players pay plenty in taxes.

Surely they can put their metal fences up and close off the back street leading from St Peters? Once they have done that it doesn't really matter how many boro fans attend.
