The clip appears to be in an area which is predominantly steel so there shouldn’t be much in the way of materials which burn. The only thing it could be is the paint and a bit of timber hand railing.

Well, now that's been confirmed I'm now interested in the reasons for this bloke being arrested for breach of the peace. I assume it was related to the 'fire' as why would it be mentioned on the same press release?
