Basically they’re inferring that he’s been involved in something which made money out a very poor running (intentionally making it not win) of a horse. He’s then been questioned by the horse racing authorities about his role in the affair but has refused to cooperate. Hence he’s banned.
Sounds like he’s a bit of a wrong un!!
