Not many tomatoes grow in the uk in February.When I was a kid we could buy tomatoes grown in the UK...it's a canny system self sufficiency.
So are you saying Spain have export controls in place? Where can we read about them?See my post. If they’re growing them of course they’re going to make sure their shelves are stocked before exporting them. Any self respecting government would make sure of it. But not ours.

No summer veg is available this far north this time of year.
Eating fresh food in season is not an old thing.
Still do it on my allotment to this day - this time of year, there's not a lot of stuff to be had.
But the likes of purple sprouting broccoli is just starting to come in, as well as winter cabbages, sprouts and Kale.
Swedes and leeks are still in the ground, and pre-harvested carrots and beetroots are still in their clamps.
Onions have been hanging up in the garage, and the last of the spuds have gone sadly.
I'd still rather that I could buy the fruit and vegetables that I fancy at the time like.Nah - just being realistic.
