Herd them all into temporary pens, like those metal barriers used to separate people queuing.

Then fine every single one of them. Obviously the logistics of that would be a nightmare but there’s no deterrent currently to these protestors.

I’d do the same with anti 5G, anti face mask, BLM, footy lads alliance, monument protectors etc etc. Anyone mass protesting at the moment, fine them all.
