So basically she's taken his codename? It sounds like a spin-off. Female spies are en vogue now. You have shows and films like Homeland, Red Sparrow, Quantico and Killing Eve with females playing the lead. Throw in the PC love in/outrage that works better than any advertising campaign, it sounds more lazy than ground breaking.
 
Film makers now "we want a female spy to target new audiences, should we attempt to create an original franchise and let it grow organically.... No that would require millions in promoting and hard work it let's find a way to shoehorn them into a well known and the controversial arguments on both sides will do the promoting for use"

Have to agree with this. I'm not one for complaining about tinkering with iconic characters to a degree but there's a certain point where it really should be a new character if there's an insistence on who will play it.

She isn’t taking over the role of Bond, she’s taking his 007 code name.

The Sun article literally says, Bond is still James Bond.
This. Nice bit of subverting expectations. During production of Star Trek II the idea of Spock's death leaked so they added a scene early on where it looks like they all die but don't, just to throw people off.
 
A lot of people are speculating (thanks in large part to the thread title) something that the article doesn't confirm.

They aren't building a new franchise around a new 007.

It would appear that at the start of the next movie Bond is retired and brought back on assignment one last time. When he arrives he meets who has been 007 since his retirement, which is portrayed by Lashana Lynch.

I imagine there will be much back and forth quips about him wanting his old moniker back.... and hilarity ensures.
