Shouldnā€™t it be underground?
It used to be but about 10 year ago we had a leak somewhere under the kitchen extension, we live on a slope so our extension is raised, so rather than start ripping the kitchen out and digging 5 ft to locate the pipe we re routed the mains from the yard up a pipe about 12 inches high and into the wall and behind the kitchen cupboards, that 12 inches of pipe seem to be the bit that's frozen.

A couple kettles of boiling water has sorted it, I need to get a bit more insulation today and re wrap it.
