Rules of engagement have changed? I think not... collateral damage has always been part of this sorry mess. What has changed is the presidency, it's not agreed with, evidently by the media in the main (the people are divided) so everything and anything must be highlighted as if it's new and Trump dun it. Look at how that shit hawk journo who claimed he once met the Gambian dictator is all over the Trump threads.

You can almost hear the military commander "The civilians were given ample warnings of our imminent assault... etc

The forces arrayed against IS are 'allowed' a certain amount of collateral damage and effectively police themselves.

And the terrible irony is that some of those collaterals would have been targeted by militias had they survived
