There's something dodgy about that. I fail to see how they achieve that speed from a gentle stroll.
On holiday in France last year, we met (twice) a Belgian bloke who ran a bike hire shop, and he had a bike similar in appearance to that in the video. But the power came from a split, left and right platform, that you pushed down on, similar to the pedaling stroke on a normal bike. He was out and about drumming up business by demonstrating it.

Wrong gear selection going up a hill, so I stopped half way up, and tried to set off again, struggled to get my cleats in and lost my balance. Really embarrassing.
