It can be spent in shops as well, just not online. Sounds good to me but shopping locally should be encouraged to help your citys economy.
It won’t. Government would get a small percentage back from income tax. Not win win for them.

I believe they will not be transferable.
I got lucky but I am no gambler.
Sadly, for most, me included the time of life when you need money most, when the kids are young and at home, is the time that most of us have the least.
Have read, it's mostly not new money, typical government way of presenting old money in a different way. No doubt it's a lot but it has to be shared so many ways it won't make much difference.

My season ticket isn't supposed to be transferable either but still let family/friends use it when I'm on holiday
