The force he used may well have been necessary, reasonable and proportionate to make the arrest.

Officer @duff_man was asking for any legislation, policy or guidance that states someone in cuffs can’t be struck with a baton.

Clue - there isn't any.
 
Not necessarily. That is up to the arresting officers discretion.

I said multiple baggies could be PWITS, or simply sold like that for personal use.

He had a child in cuffs and had hold of him, there's absolutely no need for using a baton on him. There's members of the public talking about ringing 999 to get help to stop it.
In all my dealings with the constabulary as a youth, I did what I was told and I was never truncheoned.

The youth is not a child and we have no context of why he was hit. My point in my post.
 
Not read the thread but I'll bet there will be two opinions.. 1 from the people over 35 who grew up with discipline saying "well done police" and those under 35 who grew up not knowing real discipline, screaming police brutality.

I'm in the former group.. do as you are told.. dont get a smack. Simple.
 
He looked compliant to me. He allowed the officer to lead him a few steps then the copper stopped, kid turned to face him and was twatted by a prick.

This is why there's not enough context. It seems well over the top because I seen it similar to how you did. However, beforehand we don't know how the kid has acted or how the officer has acted so it's hard to say definitively.
