With potential catastrophic consequences for the club, that'll set them back for years for an offence hardly distinguishable from something as trivial as scouting? Reminds me of the severity of Sunderland's troubles in the 50's for an "offence" even officially legalised just a little afterwards.

If only he had put as much effort into analysing and watching games like he was supposed to. Instead he opted for the shortcut illegal way and got found out.Chances are:
It's been initiated, authorised and controlled by the manager.
Wider senior management at Southampton knew but turned a blind eye because of the outcomes.
The players knew - or at least the key players who were consulted and received the detailed instructions / information.
There was pressure placed on junior staff who were desperate to please and earn permanent posts.
There was a team of analysts and coaches meeting regularly to dissect the information.
It's been going on since the manager was first employed.
