You either need to say you can’t hold at all, shirt, arm or anything, or you go with what we have done for ages and make a judgement on how excessive it etc.

You can’t have it where players are getting sent off because the player they’re playing against has longer hair.

Yeah went to grab his shirt but his hair was there. Normally it would be a shirt pull, and a free kick if noticed, or NFA if not. Shirt pulling is pretty routine. I get deliberate hair pulling falls under violent conduct but genuinely don't think that was.
