It goes to the club, but is administered by the administrators (no shit). It will be used the same way as all the other income - on meeting the club's running costs. The administrators will manage affairs until the can sell on the assets.

The clubs running costs I assume will include the players wages

The first time we ended up in Division 3 in 1987 was because we threw money at McMenemy, i've always hated the club going into spend, spend, spend mode, it NEVER ends well.

To be fair the vast majority of fans, me included, thought it was going to be money well spent as McMenemy was going to be the Messiah who would lead us to glory.
Yes, it went horribly wrong.

But what is the solution? Confiscating a club from its owner or even forcing them to sell is simply never going to be a realistic course of action.
